FECA – Authorized Doctor
Federal Worker’s Compensation Doctor in the Bay Area
If you’re a federal employee who got hurt on the job, the first thing you need is a doctor who accepts OWCP and knows how to document your injury the right way. Not every clinic does. And if your initial paperwork is incomplete or incorrectly coded, it can delay your care, stall your wage loss benefits, and create problems that take months to fix.
Bay Area Rehab & Medical works exclusively with injured federal workers under the Federal Employees’ Compensation Act (FECA). We’re an OWCP-credentialed provider, which means we are authorized to bill the Office of Workers’ Compensation Programs directly. You do not pay out of pocket for care related to a covered federal work injury.
Whether your injury happened suddenly – a fall, a collision, a lifting accident — or built up over time through years of repetitive physical demand, we treat both. And we handle the documentation, billing, and case coordination so you can focus on getting better.
Common Injuries We Treat in Federal Workers
Federal jobs are physically demanding in ways that aren’t always visible from the outside. Postal carriers walk miles per shift carrying loaded bags. Correctional officers work long hours on hard floors managing unpredictable situations. Warehouse and processing workers repeat the same motions hundreds of times a day. Border patrol agents work uneven terrain in all weather conditions.
The injuries that come out of this kind of work fall into two categories: traumatic injuries that happen in a single incident, and occupational injuries that develop gradually from repeated physical stress. Both are covered under FECA. Both are treated here.
Traumatic Injuries
Traumatic injuries are caused by a specific event — a slip, a fall, a collision, an unexpected jolt, or contact with equipment. They are usually easier to report because there’s a clear moment the injury occurred.
Back and spine injuries are among the most common traumatic injuries in federal workers. A wrong lift, a fall on wet pavement, or a sudden physical confrontation can herniate a disc, compress a nerve, or fracture a vertebra. These injuries often feel manageable at first and worsen over the following days. If you wait too long to report or seek care, gaps in your timeline can complicate your OWCP case.
Shoulder and rotator cuff injuries frequently result from falls, catches, or sudden overhead effort. A postal carrier who catches themselves on a mail truck step, or a correctional officer who grabs a railing during a confrontation, can tear tendons that don’t heal without proper treatment. We evaluate these injuries thoroughly and coordinate orthopedic consultation when needed.
Knee and lower extremity injuries happen when the body absorbs sudden impact — a fall from a dock, stepping into a hole on a route, or landing badly after a jump. Ligament tears, meniscus damage, and fractures require accurate imaging and documentation tied specifically to the incident.
Occupational and Cumulative Injuries
Occupational injuries don’t happen in a single moment. They develop over months or years of physical work, and they are just as real — and just as covered under FECA — as traumatic injuries. The challenge is that workers often push through the pain for a long time before seeking care, and the connection to job duties must be clearly established in documentation.
Repetitive stress injuries of the upper extremities are extremely common in federal workers who perform repetitive tasks — sorting, scanning, keying, gripping, reaching. Carpal tunnel syndrome, tendinitis, and epicondylitis (tennis or golfer’s elbow) are all recognized occupational conditions under FECA. We document the relationship between job duties and injury with specificity, which is what OWCP requires.
Chronic back and spinal conditions that develop from prolonged lifting, bending, or standing are among the most common occupational claims in the federal workforce. Letter carriers, material handlers, and maintenance workers are particularly susceptible. These conditions worsen gradually and often require imaging, physical therapy, and long-term management.
Knee and hip deterioration from years of walking hard surfaces, climbing stairs, or operating in physically demanding environments is a recognized occupational condition. We work with your treating history and job description to establish the case OWCP needs to authorize care.
Hearing loss is an occupational condition that affects federal workers in high-noise environments — maintenance depots, processing facilities, flight lines, and shipyards. Audiological evaluation and documentation can support an OWCP claim for occupational hearing loss.

What You’re Entitled to Under FECA
The Federal Employees’ Compensation Act is the federal workers’ compensation law that covers civilian employees of the U.S. government. It is administered by the Office of Workers’ Compensation Programs (OWCP) within the Department of Labor.
Under FECA, injured federal employees are entitled to:
- Medical care for conditions that are causally related to a work injury or occupational disease, covered at 100% when provided by an authorized OWCP provider
- Wage loss compensation if you are unable to work due to your injury (typically two-thirds of your gross pay, or three-quarters if you have dependents) [Source: 5 U.S.C. § 8105–8106]
- Vocational rehabilitation if your injury prevents you from returning to your prior position
- Schedule awards for permanent impairment of specific body parts or functions [Source: 5 U.S.C. § 8107]
The process is managed through the OWCP and involves forms, timelines, and medical documentation requirements that can be difficult to navigate without guidance. Treatment must be authorized, documentation must be formatted correctly, and providers must be credentialed. When any of these steps go wrong, benefits can be delayed or denied.
We are familiar with what OWCP requires at each stage of a claim. We do not provide legal advice — if you have questions about the legal aspects of your claim, you should consult a qualified OWCP attorney. But on the medical side, we know what documentation needs to say and how to submit it correctly.
How We Work With Federal Employees
Bay Area Rehab & Medical is an OWCP-credentialed provider. We have structured our practice specifically to serve injured federal workers, and that shows up in how we operate from your first appointment forward.
- We handle documentation from day one. OWCP requires specific medical documentation: accurate ICD-10 diagnosis codes, work-relatedness language, functional limitations tied to job duties, and treatment plans that justify each service. We know how to prepare this documentation correctly. Errors in coding or narrative language are one of the most common reasons claims get delayed or denied.
- We submit claims directly to OWCP. You do not manage the billing. We bill the Office of Workers’ Compensation Programs directly for covered services. There are no surprise bills for treatment that falls within your authorized claim.
- Our care model is multidisciplinary. Depending on your injury, your treatment plan may involve physical therapy, occupational therapy, pain management evaluation, and orthopedic or specialist consultation. Our providers communicate with each other. You are not bouncing between offices that don’t know what the other is doing.
- We coordinate prior authorizations. Some services require advance approval from OWCP before treatment begins. We manage that process. You do not have to navigate it on your own.
- We understand federal work demands. Recovery goals are tied to your specific job. Returning a letter carrier to full duty looks different than returning a desk worker. We build treatment plans around your actual job requirements so that your functional goals are realistic and documentable.
- We answer your questions in plain language. FECA is a complicated system. We do not expect you to become an expert in federal workers’ compensation law. When you have questions about your care, your documentation, or what comes next in the process, we give you a straight answer.
